I'm in San Diego and I putting together on 10/30 a family Halloween Costume contest. Here is a thought...do one for kids or families together with local Dj's or a band at a local hall or hotel ballroom. I'm getting Party City, Costco and other local merchants to donate items or candy. The clients will be tagged in Facebook, radio spots and flyers. A local car dealership can come in a display 3 or 4 cars, have the local High school clubs or Girl Scouts ( they can sell cookies) decorate the cars very spooky...no paint or other stuff that can damage the paint. Have your local fire or police chief give a speeech on Halloween safety...5-6 sponsorships can easily get you $25K or more... Good Luck!
